The State Welfare Department decides to propose legislation to regulate Church Child Care Ministries. However, they need a small, obscure church in a rural county to use as a test case for abuse in these unregistered centers. The pastor of a Bible church in Montgomery County is selected as the prime target for the welfare officials. A reluctant prosecutor is forced to prosecute the pastor for abuse. However, no one counted on this pastor understanding law and his rights. Judge Randall Jones and his family find themselves in a political fight for his own reputation as he realizes that his own party leaders conspire to deny him the Judiciary Committee votes to become the next Indiana Supreme Court Justice. Judge Jones’ legal assistant, Laura Stiley, and his son, Randy, assist the Associate Pastor of the church to find a way to free the pastor and turn the tables on the welfare system.
